    General Statement of Job

    Performs complex compensation research and analysis requiring a high level of technical expertise in compensation. Provides consultation to employees and managers regarding classification and compensation issues.

    Description of Duties and Tasks

    Essential duties and responsibilities include the following. Other duties may be assigned.

    1. Provides advice and counsel to management on a broad range of compensation issues and decisions, including compensation and market strategy, reorganizations, workforce analysis/planning, needs assessments, etc.  Responds to internal and external requests for information regarding Austin Community College (ACC) compensation practices.
    2. Researches, analyzes, and resolves compensation issues, ensures compliance and makes recommendations for modifications to compensation programs to meet college objectives.
    3. Conducts and analyzes both formal and informal classification and compensation market studies. Identifies, analyzes, and recommends solutions for various compensation problems and monitors implementation of actions. Presents written and oral reports to management.
    4. Conducts analysis of qualifications and work experience for salary placement of new faculty and staff and salary placement and equity reviews of current faculty and staff, as necessary. Reviews and approves salary/equity calculations of Compensation Analyst prior to job offer.
    5. Conducts interviews and desk audits with employees and managers to gather and document job, organizational and occupational information including duties, responsibilities, and skills required by each job.
    6. Conducts cost analysis, salary and other research for reclassifications, workforce analysis/planning, development of new positions, etc.  Verifies data and other information.
    7. Benchmarks jobs against salary data and other market data to determine salary placement/slotting for current and new positions.  Drafts job descriptions and makes recommendations to Manager for salary placement/slotting, FLSA status, etc.
    8. Recommends FLSA status of new positions and audits existing positions for compliance.
    9. Monitors and oversees Position Control for assigned areas.
    10. Reviews and approves proposed requisitions for posting.
    11. Coordinates annual Educational Level Adjustment Process for faculty.
    12. Coordinates Temporary Assignment Pay Process.
    13. Coordinates, for the Compensation section, the annual roll of all salaries for each fiscal year, including adjustment of salary scales, market adjustments, position reclassifications, annual increase salary changes, etc.
    14. Provides training on compensation topics and procedures. Assists the Manager in developing communications on compensation policies.
    15. Monitors competitive trends in compensation and recommends changes to compensation methodologies and practices that may benefit the college. Participates in the development of compensation policies and procedures.
    16. As needed, works with ACC and external technical services to ensure systems support of compensation processes, procedures and legal requirements; participates in resolving technical issues, including testing system changes.
    17. Serves as backup in the absence of the Compensation Manager.

    Technology Skills

    •  Use a variety of spreadsheet, word processing, database, and presentation software.
    •  Advanced use of Excel related to compensation, including the ability to manipulate formulas and conduct analysis.

    Required Work Experience

    • Three years related work experience.

    Required Education

    • Bachelor's degree.

    Preferred Education

    •  Master's degree in HR related field.

    Other Preferred Qualifications

    •  Professional Certifications: CCP, SPHR, SHRM-SCP.

    Physical Requirements

    •  Work is performed in a standard office or similar environment.
    •  Subject to standing, walking, sitting, bending, reaching, pushing, and pulling.
    •  Occasional lifting of objects up to 10 pounds.

    ACC Benefits Overview

    Full-time Faculty and Staff employees who work in full-time and/or part-time positions at the College are eligible for ACC medical benefits effective the first of the month after their first 60 days of employment. Benefits include medical, dental, life insurance, short and long term disability, retirement plans and AD&D. Generous holidays include Spring Break and Winter Break.

    ACC does not participate in Social Security. ACC participates in the Teacher Retirement System of Texas (TRS) and the Optional Retirement Program (ORP-Faculty Only). Part-time and Hourly employees participate in the ACC Money Purchase Plan (ACCMPP) as a retirement program required by Federal law.

    The Human Resources Generalist III-Benefits Administration reports directly to the Manager, Benefits and Compensation. This position is responsible for a variety of professional, technical and support duties in Human Resources related to benefits, retirement and 401(k) Plans including health reimbursement stipends. This position will manage all contracts with third party vendors for benefits and retirement services to ensure contract compliance and high-quality service.


    • Responsible for the day to day development, implementation, and administration of health and retirement plans, processes, employee education, and integrated communication programs for the plans.
    • Partners within the company for the administration of benefit programs including the annual enrollment and benefits communications.
    • Implements continuous improvements to efficiently enhance the company’s ability to attract, motivate and retain key talent.
    • Serve as Human Resources Information Systems (HRIS) super user.
    • Maintain benefit forms, policies, procedures and creates new forms and procedures. Maintains the forms online in the intranet, ESS, and websites as needed. Maintains new information on benefit bulletin boards at all Capital Metro locations.
    • Coordinate collection and entry of benefit and retirement deduction changes on a weekly basis in to the HRIS system, run necessary process to update payroll modules with new entries and changes, validate deduction changes each pay cycle against appropriate payroll.
    • Make recommendations to enhance benefit offering effectiveness. Monitor trends; prepare benchmarking studies, and offer cost/benefit and competitive analysis.
    • Procure vendor support to administer benefits programs and conduct cyclical review of contracts.
    • Review and recommend improvements in Capital Metro benefits and compensation system, procedures and practices to enhance the efficiency of operations and provide better customer service.
    • Manage communication regarding benefits and compensation programs, policies and procedures to inform employees about the content and the value of programs being provided.


    • Bachelor’s degree in business administration, human resources or related field. PHR, CBP, CEBS, CBP, or relevant professional certification preferred. Related experience may substitute for educational requirements on a year for year basis up to four (4) years.
    • Five (5) years’ progressive experience in human resources, including three (3) years administering and/or supporting employee benefit plans for retirement, including both defined contribution and benefit plans. Compensation experience preferred.
    • Experience using various compensation modules and structures.
    • Experience implementing processes and working with stakeholders to ensure process changes are effectively communicated and established.
    • Intermediate expertise with Microsoft Office products including Word, Excel, PowerPoint and Access. Prefer experience with HRIS enterprise systems including UltiPro.


    • Ability to analyze complex data and summarize it in easily understandable form.
    • Strong knowledge and understanding of insurance regulations, plan designs and third party record keeping/administration required. Familiarity with COBRA, HIPAA, ERISA, FMLA, ACA and related state and federal regulations.
    • Ability to work in a fast-paced, high volume environment, and to maintain confidentiality.
    • Ability to establish and maintain effective working relationship with co-workers and the public.
    • Working knowledge of all applicable employment laws.
    • Excellent oral and written communications skills.
    • Ability to work independently with minimal supervision.


    SALARY RANGE - 56,760.00 - 70,950.00 - ANNUALLY
